About us
The City of Rest Rehabilitation Centre has been operated over 36 years in Freetown, serving the communities in Sierra Leone. The Centre offers residential care for people both male and female struggling with substance abuse and mental illness. We have a professional, relevant, and faith-based treatment program.
Since the establishment of the Centre at Grafton in 2014. The Centre has and will continue to provide faith-based treatment and mental health treatment that involves counseling to patients and mental health program.
Vision for our Participants
Our Mission
Our mission is to help restore person that have been severely affected by substance and mental illness. To also reintegrate them into society through active follow-up and support. We do this through Christ-centered compassionate care, counseling, life skill training, vocational training, etc.
We also reach out to sensitize young people about the effect of substance abuse and mental health. This will help prevent them from developing addictions and to promote a compassionate from mental illness.

Delia HCS has a set of core values that govern how we operate our organisation. These values are:

Our team of trained and qualified professionals treat all people in our organization with respect, compassion and dignity. As an organization we are strong advocates of the National Disability Strategy (2010-2020). The NDS stipulates “The NDS is a government plan for progressive implementations of the rights of people with disabilities. People with disabilities are their own experts and are best-placed to provide input on issues that affect them” (Human Rights Commission 2021)
Delia HCS also adheres to the Federal Disability Discrimination Act 1992 and Disability Discrimination Act 2006. The FDD Act 1992 stipulates that “Disability discrimination happens when people with a disability are treated less fairly than those without a disability”. (Human Rights Commission 2021)
Our core values at Delia HCS allow us to treat our participants with the utmost respect and give them the support they need free of discrimination.
